Remodeling costs have dropped 10% to 15% in the past five years even while the cost of materials rose about 17%, according to recently released the 2011-2012 Cost vs. Value Report.
That sounds like great news for consumers but, with homes selling for less and less, the amount you recoup from a project when you sell the home is falling, too. Here’s what the overall remodeling spending versus payback trends look like, followed by the 10 best projects to invest in.
Top 10 projects
Here are the top 10 remodeling projects. You'll notice that these are not ambitious, vanity jobs. All are projects that replace worn or aged home components, bring parts of the home up-to-date or add living space without expanding the home's footprint:
Replacing exterior siding
with upscale fiber cement. Siding pays back a whopping 78%, on average, of the $13,461 average cost. The most cost-effective thing you can do to your home this year is to replace old siding with new, higher-end fiber cement.
Replacing an entry door
with a midlevel 20-gauge steel door is an inexpensive upgrade at $1,238 on average, but it pays back 73% and greatly improves curb appeal.
Midrange attic bedroom remodel
involves popping out a dormer for a 5-by-7-foot bathroom with shower, insulating and finishing the walls and ceiling, adding four windows, extending the heating and air conditioning and improving wiring and lighting. The payback is 72.5% on the $50,148 expenditure. More living space is being sought as adult children are driven back to their parents' homes by the shaky economy and as older parents join the households of their adult children. (The Census Bureau says 18% of American households are now, up from 17% in 2008.) An attic remodel is the cheapest way to add space and a bathroom within the house. A basement remodel is the next most cost-efficient way to add living space, although code requirements for headroom and exterior doors make that project more complicated and more expensive.
Midrange garage door replacement
may not be high on many wish lists; it's one of those jobs that you do because it's needed. But it adds curb appeal and function, and it pays back 71.9%, on average, of the $1,512 average cost.
New decking & Fencing
earns back 70.1%, on average, of its $10,350 cost at resale this year.
Painting Interior & Exterior
earns back an average of 20%. Using neutral colors to enhance a home for re-sale is a plus in today’s market place.
are a plus when selling. Refinish the old hardwood floors or new. Tile in kitchens and baths increase the value by 30% and the upgraded look compared to the old linoleum. Carpet hides a lot of the old flooring and can dress up an area.
can help enhance a home from inside and out. Shutters added can get a 20% return in value and simple widow coverings can hide a lot of undesirable views.
Upscale vinyl replacement windows
have a 69.1% payback on the $14,328 cost. The project involves replacing 10 double-hung 3-by-5 windows. The new windows are low-emissivity glass and are insulated with simulated wood-grain trim.
Replacements ruleIn the past six years, the return on a remodeling investment has steadily eroded. Payback peaked in 2005, when home sellers earned back more than 86.7% of money they spent on remodeling projects, on average, the survey finds. That return has been eroding steadily ever since, hitting a low of 57.7% this year.
Despite the generally low payback, there are a few star performers.
Replacement projects are really strong because they're cheap and they make the house look good immediately. If you get new windows, new siding and replace the front door, the house looks great. It sells faster and for more money.
The use of durable, low-maintenance materials in replacement products appeals to homebuyers who increasingly are looking to reduce both the operational cost and maintenance cost in their homes.
One key to the popularity of replacement projects today: Not only do they cost less – except for a new roof – but homeowners are inclined to see them as necessary home maintenance rather than as a discretionary splurge.
The report predicts that costs will keep falling next year, but less steeply.
Desperate subcontractors already have cut their prices. Contractors have axed staff, shaved overhead and discounted their labor just to stay in business. They’re working longer days, pushing people on staff harder. That's where the savings are coming from, Fixtures, faucets, lighting – none of that has really come down much.
The pool of unlicensed and uninsured workers has grown to compete for remodeling work, too.
Some are qualified, others less so and some not at all. To bargain-hunting homeowners, these hungry carpenters, subcontractors, teachers, firefighters and other folks who are handy with a hammer represent both an opportunity and a risk: A marginal worker may not perform well or may reach the limits of his skills on your job although he did just fine at your neighbor's place.
Remodeling continues, scaled backDespite the recession, remodeling does go on.
Today, however, money spent on remodeling is focused on the small and the necessary: maintenance, replacements and projects that enhance curb appeal to promote a sale.
The really big-ticket, highly discretionary projects like 'I'm going to knock down the back wall of the house and do a complete remodel of my kitchen and spend a quarter of a million dollars,' those are less likely to happen in today's environment.
Costs, payback vary by region
Cost vs. Value Report also compares costs among nine U.S. regions. The payback on a remodeling dollar is higher in California. The projects recoup, on average, 71.3%, even though costs on the West Coast are higher than in the rest of the country.

1) DEMO YOUR OWN AREA
PRO: This is sometimes 5% or more of the cost of the project.
CON: If you demo the wrong items it may add to the cost.
2) HAUL ALL YOUR OWN DEBRIS
PRO: This is a money saver where the labor time exceeds the cost of the dump fees by 80%. This can also save you up to 5% additional on the project cost.
CON : You may need a truck or rent a dumpster.
3) PERFORM YOUR OWN COVER UP AND DAILEY CLEAN UP
PRO: A total time saver, labor wise it cuts into the project by at least 2 hours everyday for 2 men another 5% savings.
CON : It may cut into your day 1 hour in the morning and 1 hour at the end of the work day, and you have to be diligent.
4) PURCHASE YOUR OWN FINISH MATERIALS
PRO : It can save up to 10% in time shopping cost on the contractor end. Again up to 5% of the material project cost.
CON : Purchasing your own materials is a great savings, but if the item you buy does not work, has missing parts or breaks there is no gurantee that you will not be billed for lost time by the contractor.
5) PULL YOUR OWN PERMITS
PRO : You can save at least 2% of the project cost by doing this yourself. Average time for a contractor to pull a permit is 4-5 hours which can save you around $500.00
CON : The City may require you to do a few extra trips because of lack of paper work and you now own the project as an Owner/Builder, which may be detrimental.
6) DESIGN & FLOOR PLAN YOUR OWN PROJECT
PRO : Another 5% + saver , if you have the ability to draw.
Even if you have existing floor plans of your home can save time and money if you supply them to the contractor/designer.
CON : If you need plans to submit to the City Plan Check, the requirements may exceed your ability to meet their needs and may cost you more in time than you would expect.
7) WRITE YOUR OWN SPECIFICATIONS
PRO : This again can save you upwards of 2% of the project cost if you have everything ready to bid and everything is detailed out for the contractor to bid on. Specifications indicating what Finish Materials you want to use. There locations for installation and adapted to the floor plans and elevations.
CON : This is a time consumer. You will want to print out or acquire pictures and supplier installation specs for each item.

Who is considered an illegal contractor?
It is illegal for an unlicensed person to perform contracting work on any project valued at $500 or more in labor and materials. Besides being illegal, unlicensed contractors lack accountability and have a high rate of involvement in construction scams. They also are unfair competition for licensed contractors who operate with bonds, insurance and other responsible business practices. Always check the contractors license athttps://www2.cslb.ca.gov/OnlineServices/CheckLicenseII/CheckLicense.aspx to be sure they are active and up to date with all of the state requirements.
