LACDE Updates

ACORN DRIVE 2009

In response to the recent inquiries, Little Leaf will make another acorn planting effort in hurricane damaged coastal areas, and is seeking assistance from SWCDs.  As before, please work with local schools, 4-H clubs, scout groups or any others who might be willing to collect acorns.  ANY species of acorn will be gladly accepted, and even if the acorns have small, single parasite holes in them, many will still germinate, so please collect any acorns that aren’t otherwise excessively damaged.  Also, please don’t forget that acorns may be stored or transported in any container that does not have an airtight seal; if sealed into a ziploc bag or container with an airtight snap-on lid, the acorns will quickly begin to ferment and spoil.  Cardboard boxes, burlap sacks, and cloth or paper bags are the best things to use.

If you do collect or receive acorns please bring them to the LACD convention in and I’ll get them from you there.  If you can’t get the acorns to the LACD convention, send me a message and we’ll try to arrange a pick-up.  Coastal SWCDs, please be on the look-out for planting sites.

 

Thank you for all your great assistance with this over the past two years, and please keep a list of the schools or student groups who help with the collections.  Please call if you have any questions.

If you have a SSWCC member or alternate on your board, please remind him that the December SSWCC meeting was changed to THURSDAY, Dec 3rd, at 10:30 AM at the Nelson Memorial Building on the LSU campus. Letters with the draft minutes, agenda and a map were mailed to all the SSWCC members and alternates at their home addresses.

St James Parish Ag Day

NACD E-Notes

NACD Supports NRE Nominee

Yesterday NACD sent a letter of support for Harris Sherman to become the next USDA Under Secretary of Natural Resources and the Environment (NRE). The Senate Agriculture Committee will review Sherman’s nomination during a hearing on Wednesday. If approved by the Senate Committee, his nomination will proceed to the full Senate for a vote. In the letter, NACD noted Sherman’s past work in Colorado on natural resource, conservation and forestry issues, which should serve him well if confirmed for the NRE position. The Under Secretary position provides overall leadership for both NRCS and the U.S. Forest Service.

Congress Prepares Continuing Resolution

Congress must pass a continuing resolution (CR) this week to continue to fund the federal government beyond September 30, the end of the federal fiscal year. At this point, Congressional leaders have indicated that a one-month CR will be necessary. The CR is included in the final version of the fiscal year 2010 (FY10) Legislative Branch Appropriations bill. The House passed the CR on Friday while the Senate is scheduled to pass the CR by tomorrow. The CR would continue to fund most federal programs at fiscal year 2009 levels. Once a CR is passed, Congress would have additional time to proceed with conference deliberations on remaining appropriations bills, including the Agriculture and the Interior bills.

NACD will continue to keep conservation districts posted on developments pertaining to FY10 appropriations.

Senate Passes Interior Appropriations, FLAME Act Provisions

Last week, the Senate passed the fiscal year 2010 (FY10) Interior, Environment and Related Agencies appropriations bill. NACD issued an action alert to members regarding support of the Bingaman Flame Amendment, which was unanimously approved by the Senate. The amended FY10 Interior bill includes provisions of the FLAME Act that would establish a separate emergency wildfire suppression fund. Land management agencies such as the U.S. Forest Service and the Bureau of Land Management could utilize the fund when regular wildfire funds expire.

The Interior bill funds many conservation programs, including NACD’s priority programs under State and Private Forestry and 319 Nonpoint Source Pollution Grants. From here, the Interior Appropriations bill must go to conference to resolve differences between the House- and Senate-passed versions, including compatibility of FLAME Act provisions.

Western Issues Highlighted at Joint Region Meeting

Conservation leaders from the states and territories in NACD’s Southwest and Pacific regions gathered last week in Dubois, Wyo. for a joint region meeting. Conference participants delved into NACD business during general sessions and regional board meetings, holding elections, discussing policy issues and receiving updates on NACD finances.

Diane Gelburd, the new NRCS Regional Conservationist for the West, provided an update on NRCS and USDA activities. Presentations and a tour on forest stewardship partnerships; organic waste diversion and use; and wind power issues provided attendees with ideas and inspiration to duplicate the efforts of Wyoming conservation districts and their partners in their own respective states. Finally, the group had a record-setting auction that brought in more than $5,000, which will benefit NACD’s 509 Capitol Court Campaign and the Olin Sims Endowment Fund.

NACD Second Vice President Earl Garber, CEO Doug Loudenslager, Western Issues Specialist Ralph Thier and Director of Communications Lisa Lerwick all had a part in the event. Thanks go to the Wyoming Association of Conservation Districts, who hosted the event.

Conservation: An Investment That Pays

Conservation: An Investment That Pays is a white paper available for free from the Trust for Public Land (TPL). Its purpose is to help agency personnel and community conservationists make the case for conservation as a long-term economic investment. TPL states the argument is often made that creating parks and conserving land is too expensive, especially in hard economic times. They hope the research and examples cited in Conservation: An Investment That Pays will help promote conservation for its many benefits, including the boost parks and open space can give to a community's bottom line. NACD Spring Internship Deadline Approaching

Do you know a current college student or recent grad looking to gain experience working in conservation policy in Washington, D.C. next spring? If so, NACD’s internship program might be just the opportunity. NACD interns can gain first-hand experience working with national leaders on a wide range of agricultural, conservation and environmental policy issues both on Capitol Hill and with federal agencies. NACD internships are paid positions and complement a traditional 15-week semester.

Checks mailed to LDAF/ OSWC

 
Ladies:
 
All our mail is opened in the LDAF mailroom and sorted according to the address on the letters.  The Mailroom’s instructions are that ALL checks are to be deposited in the LDAF bank accounts according to the address on the mail. Once the check is deposited in the LDAF bank accounts, it really causes a lot of problems to get it out……….it really is a nightmare for us and the auditors.  This is why it is so important that your payroll checks be sent to the address at the top of the payroll invoice, the Post Office Box 91081 not to our post office box.  Please do not mix their mail with our mail, nor ours with theirs.
 
Also, all checks and agreements for Bennie Tate are to be mailed to his home address of: Bennie Tate, 10476 Hwy 190, Hammond, LA  70401
 
Should you need to mail our office a check, please call us so we can send a notice to the mailroom that a check for us is expected.  This will keep it from being deposited in the wrong account.

DeSoto Parish man to serve 18 months for timber theft

 

 

Agriculture and Forestry Commissioner Mike Strain, D.V.M., said a DeSoto Parish logger will begin serving an 18-month jail term after he was caught violating the probationary terms of a previous conviction for selling stolen timber.

James Cooper “J.C.” Hall, 71, of 318 Cotton Hall Lane, Converse, was ordered to spend 18 months in federal prison beginning October 19 by United States District Judge Tom Stagg in Shreveport after a September probation revocation hearing.

Hall, who pled guilty in 2006 to interstate transportation of stolen timber in federal court in East Texas, was involved in a conspiracy to forge timber deeds from nearly a dozen landowners in East Texas and . Hall was ordered to pay $208,000 in restitution and given five years supervised probation in the 2006 case when Louisiana Department of Agriculture and Forestry investigators arrested him for stealing timber from a Bienville Parish landowner in June 2009.

Jim Baldwin, LDAF Forestry Enforcement Manager, said Hall was accused of cutting four acres of a Ringgold resident’s land after being told not to cut the timber.

“Mr. Hall knocked down a well maintained fence, cut the timber after being told not to and then claimed it was an accident,” said. “In addition, our agents are currently investigating Mr. Hall on another timber theft in Red River Parish.”

Prior to Hall’s June 2009 arrest, LDAF investigators had arrested Hall in 2007 on timber theft charges in DeSoto Parish. 

During the probation revocation meeting, U.S. Probation Officer Jennifer DeMoss testified that Hall had lied on his monthly reporting form when he said that he had no contact with law enforcement officers even though he had been arrested.

DeMoss also said Hall had only paid $10,000 in restitution during the past three years.

“The LDAF will continue to do everything in its power to investigate all timber theft thoroughly and pursue each case completely,” Strain said.

Strain urged all residents to call the LDAF’s Forestry Enforcement office at to report any suspicions of timber theft to headquarters at 225-925-4500.

Health Care Debate Dominates Congressional Schedule

House and Senate leaders are hard at work managing a busy September legislative agenda. Top on the list is the debate surrounding health care reform.

Health care has emerged as the issue of the day, and as a result many other priorities are being held for future action. Among those issues are climate change legislation and annual appropriations. Last week, Senate Majority Leader Harry Reid indicated that Senate action on the climate bill could be postponed because of the health care debate, potentially extending into 2010.

While work on fiscal year 2010 (FY10) appropriations had proceeded smoothly over the summer, the appropriations bills will not be completed by the end of the fiscal year, September 30. A continuing resolution is expected from the Congress to continue funding federal agencies. One such appropriations bill is up for consideration this week in the Senate—the FY10 Interior, Environment and Related Agencies appropriations. NACD alerted members on Monday to support an amendment to the Interior appropriations bill. The amendment, offered by Senator Jeff Bingaman (D-NM), would insert provisions of the FLAME Act to create an emergency fire suppression fund.

NACD continues to ensure conservation districts are heard as debate continues on these issues in Congress.

Joint Forestry Team Extends Charter

NACD President Steve Robinson joined other executives from the National Association of State Foresters (NASF), USDA Forest Service and Natural Resources Conservation Service in signing a five-year extension to the charter for the Joint Forestry Team. They signed the document following a panel discussion at the annual NASF meeting on September 21 in Albuquerque, N.M.

During his presentation, Robinson urged all of those with forestry interests to work together and recognize that conservation districts have the ability to work with all landowners regardless of the setting—rural or urban—and in all states. Presently the work of the national Joint Forestry Team is being replicated both at the regional level like that of the Western Joint Forestry Team and at the state level such as in Montana, where cooperators are preparing a memorandum of understanding.

Have You Checked Out the New CSP?

NRCS is conducting a sign-up under the new Conservation Stewardship Program (CSP) until September 30, 2009. The NACD Legislative Committee held a call with NRCS last week to clarify some of the questions they were hearing at the field level. The following are some of the issues the group discussed.

The five-year CSP contract requires owners/operators to address priority resources of concern on the operation. These priority resources are established by your state. NRCS can enroll over 12 million acres, but needs the applications by September 30. Applications submitted today are not commitments to final contracts—those will be reviewed, processed, and should the applicant choose, signed in November. NACD encourages producers to check out this new program and submit an application to ensure that the full 12 million acres can be used and is not a missed opportunity for conservation.

This new program applies to your entire agriculture operation, but if you have rented land and cannot produce written approval from the landowner that you have control of the land, that portion of your operation is excluded from the contract. Ten percent of a state’s CSP acreage is set aside for non-industrial private forest land. The interim final regulations in place today will be the basis for your contract; once you have a signed contract, it will be in place for five years. Two types of payments can be made under CSP—annual payments and supplemental payments for adopting a resource conserving crop rotation. The estimated payment ranges are: cropland $12-22; non-industrial private forest land $6-12; pasture $7-14; and range $5-10. However the first enrollment period will help establish the payment rates in the future.

Department of Interior Initiates Climate Response Strategy

The Secretary of Interior recently ordered all bureaus and agencies within the Department of Interior (DOI) to work together with other federal agencies, local and state partners and the public to address the impacts of climate change. The Department will establish a high-level Climate Change Response Council to coordinate the DOI bureaus’ responses to impacts of climate change and oversee the DOI Carbon Storage Project that is developing geological and biological methods to sequester carbon. Additionally the Department will organize eight regional Climate Change Response Centers to gather and synthesize data and management strategies to be used by land managers to address the issue of climate change when they implement projects. These Centers will also provide information to the public using education initiatives. Finally, DOI and other federal agencies, local and state partners and the public will work through a network of Landscape Conservation Cooperatives to develop practical, landscape-level strategies to address the impacts of climate change. EPA Launches TMDL Program Results Analysis Website

EPA has developed a new website to communicate information about the Clean Water Act’s Total Maximum Daily Load (TMDL) Program results to technically specialized audiences, including conservation districts, TMDL developers, state water programs, academia and other state and federal agency programs. The TMDL Program Results Analysis Project is a multi-year effort directed at measuring and analyzing programmatic and environmental results of the program. Over 37,000 TMDLs have been developed, and this project seeks to improve understanding of TMDL-specific program results patterns and explain these patterns. The website provides a Clean Water Act Impaired Waters Program Pipeline navigation feature; fact sheets; EPA reports and websites; EPA grantee reports and websites; publications; and datasets related to this effort. Whether you are well versed in the issues of TMDLs or just want to learn, this website has a wide range of information for all users.

Mitigation Conference Calls for Presentation Proposals

The 13th Annual National Mitigation and Ecosystem Banking Conference has issued a call for presentations. This meeting is the only national conference that brings together every aspect of mitigation banking from regulators through the entire marketplace.

The meeting is scheduled for May 3–6, 2010 in Austin, Tex. Submissions for presentations are due October 14, 2009. The conference is known for its quality hands-on presentations and the tremendous networking opportunities. Participants will also have the opportunity to tour banks in the Austin area.

Dear Louisiana Conservation District Employees,
 
Dr. Ernest Girouard, LACD President,  asked me to extend his gratitutde to everyone who helped with Tuesday's meeting. This includes not only those who attended, took minutes, etc.,  but also everyone who participated by contacting your supervisors and

providing requested information needed in order to plan the meeting

. Dr. Girouard stated that  Brad Spicer (LDAF-OSW), Kevin Norton (NRCS) and the LACD officers were very pleased with the attendance, the committee meetings and the outcome. So...good job and thank you!

 The meeting focused on serious issues facing our districts and how we need to be more aggressive to insure we have the funds to continue our conservation work.  Bottom line....its time for action.... to start actually doing, instead of just discussing what needs to be done.  
 
 Dr Girouard will be issuing a short summary of the meeting which will outline some positive new initiatives for LACD and  LACDE. These initiatives will have to be acted on, without delay. District employees and supervisors will be expected to become much more pro-active especially in public outreach and legislative affairs. I assured Dr. Girouard that he can count on LACDE's support. Katie and I discussed developing a program  that will provide district employees with guidance and information to assist in implementing these initiatives. This will not be difficult, complicated, or take up much of your time; mainly we need each district employee in all of the 44 districts to participate.
We are asking LACDE members, area representatives, and officers, to help develop this program by contributing ideas and suggestions. We all have to work together if we are

 to achieve good results and future improvements.

 

Only a few more months until the  LACD state convention and the annual LACDE meeting in January. As always, we welcome ideas and suggestions from everyone. Don't forget to check the LACDE website often. Erika does a great job keeping this site up to date and supplying information that you might not have received or (as often in my case)  possibly overlooked. If you have any questions or comments, please don't hesitate to contact me.

FY 09-10 Operating Budget - Laura Edwards

Lisa McGraw emailed each SWCD their FY 09-10 budget letter on Sept. 8……..if you did not get it, please let us know and we will resend.

 

There were no attachments this year with the budget letter as Brad and Bennie were working to revise the Operating Budget and the Monthly Budget Report forms.  They reworked the Operating Budget for FY 09-10 and I emailed it to each SWCD on Wednesday 9/02/09 at 1:36 pm.  The Monthly Budget Report is still being revised and as soon as it is finished, we will send it also.

 

Note that your district’s FY 09-10 Operating Budget is due in our office by Oct 15, 2009.

At the NACD South Central Region Meeting in August, there was some discussion regarding the need for districts to make very effort to secure some level of local funding.  Some districts have received annual allocations from their parish governments for many years, and some have made parish funding requests fairly recently, with varying levels of success.  To ensure that any district with an interest in pursuing, or increasing, local funds may make these requests with as much relevant support information and justification possible, the attached forms provide a baseline for preparing a funding request.  These 3 attachments have been made available to districts in the past through NACD publications, or LACD and LACDE workshops, but it has recently been requested that these guidance documents be re-distributed.  Please review these attachments at your first opportunity and contact me if you have any questions, or have concerns about approaching your parish officials for funding.

2: LA Worksheet - a spreadsheet used to determine the value of your SWCD to the community.  This spreadsheet should be completed as part of your funding request.

Budget Template

Attached is the revised budget form for FY 2009-2010.  There are two sections, one for listing estimated revenues and the second for estimated expenditures.

 

Category totals, personal services, etc. only will be indicated in the expenditure section.  Each district may wish to prepare this section of the budget as they have done in the past using the old budget form and then transfer the figures to the new form.  Instructions for the section will be the same as in the past with the exception previously noted for estimating revenues.

 

Mr. Tate has formatted the form to do the additions when the data is input…..the cells with formulas are not locked.  

 

The district monthly budget report form will be revised by Mr. Tate and he will assist in completing this form at a later date.

FY 2009-2010 Budget

We have the new FY 2009-2010 budget and will get your budget figures out to each SWCD early next week.  Each district was emailed the new FY 09-10 Operating Budget form this morning.   Mr. Tate will assist those districts who need help to prepare their operating budgets as per previous emails.

 

We are processing the July, August and September allocations and you should have them by Friday or early next week.  This is ONLY 3 months of allocations......any extra funds that are normally reimbursed to your district such as EPA or DNR funds will be processed on another EFT later in the week……we just wanted to get the allocations out to you as soon as possible.

 

We apologize for the long wait and inconvenience this has caused everyone, and pray it does not occur again next year.

Please let me remind you that the monthly payroll invoice and your check goes to a different post office box than the Office of Soil and Water’s post office box (OSWC, P. O. Box 3554)……please do NOT send our OSWC mail to the other box with your payroll invoice/check and likewise, do not send your check/ payroll invoice to our box……..this causes problems. 

 

LDAF has a large number of sections, each with their own post office box.   All mail is opened in the mail room and delivered to the section named on the envelope, so when you mix their mail and our mail, it causes problems for everyone.  Mail sent to the wrong section, at best is delayed in delivery to the right section or worse, it is returned to the sender……causing more mail delays or lost documents.

 

ONLY SEND YOUR PAYROLL INVOICE AND DISTRICT CHECK TO THE ADDRESS LISTED AT THE TOP LEFT OF THE PAYROLL INVOICE.  All other mail goes to OSWC’s box number.

 

So again, we ask that you send all other mail to us, OSWC or the State Commission to our

For the past year, the NACD has been publishing and distributing the Resource, a quarterly newsletter depicting district development and capacity building information, conservation partnership accomplishments, outreach efforts, and conservation policy, program, and legislative updates. A regular feature of the newsletter is the “Districts at Work” section which highlights specific district accomplishments.  To ensure that districts are recognized for their numerous and often unique accomplishments, please consider sending me a description of your districts monthly accomplishments (email preferred).  This could be as simple as a short description of practices installed, public meetings or producer field days conducted, or several paragraphs describing special conservation projects or outreach programs, whether new or ongoing.  I’ll compile the information I receive and forward it to Ms. Tamara Daniel, the NACD South Central region representative.  It’s not necessary to include a great level of detail, just concise descriptions, with accompanying photos if possible. 

 

IMPORTANT: Regardless of whether or not these highlights get published in the Resource newsletter, the information you provide will be very useful in helping your NACD regional representative stay in touch with accomplishments and needs of districts.  This is critical for adequate NACD representation of our state and region.

CLARIFICATION ON MILEAGE

We need to clear some confusion concerning mileage.   The following email this was sent to other secretaries with the same question on mileage.

 

QUESTION:

Would you please interpret "Mileage is not reimbursable in domicile"?  Does this mean we can't claim mileage for trips to the bank, buying supplies for SWCD, etc. in POV?  Does this mean supervisor living 2 miles from the office can't claim mileage for board meeting?  I received 2 inquiries this afternoon from secretaries.  Thanks.

 

ANSWER:

Remember districts do not have to follow all the STATE rules as we do, because you are a local unit of government, a governmental subdivision of the state, etc.....not a STATE agency, therefore, Brad said to continue to do as you have done in the past regarding mileage.

 

I went back to FY 04/05 and that sentence has always been there, it is not new.....Brad said it means employees cannot be paid to drive from their home to work and back. 

 

Supervisors are different, they are to be paid, by state law, to travel to board meetings from their home....see State Law Chapter 9;Part 1;Section 1207.B:  "......and he may be paid expenses, including traveling expenses, necessarily incurred in the discharge of his duties."

 

District employees can be reimbursed mileage in the discharge of their duties also ....to the bank, schools, etc.

New State Travel Guide FY2009-2010

New State Travel Guide FY 2009-2010

MILEAGE:

Reimbursement from official domicile to area of travel based on most

direct route. (Mileage is not reimbursable in domicile.)

Mileage shall be reimbursable on the basis of $0.52 per mile.

Mileage shall be computed by one of the following options:

1. On the basis of odometer readings from point of origin to point of

return.

2. By using a website mileage calculator or a published software package

for calculating mileage. Employee is to print the page indicating mileage

and attach it with their travel expense form.

 

 

Normally mileage goes up each July 1, but this new fiscal year it stayed the same……. but meal and lodging allowances changed.

NATIONAL ASSOCIATION OF CONSERVATION DISTRICTS NAMES NEW CEO

 

 

—July 8, 2009—Today the National Association of Conservation Districts announced that Doug Loudenslager will be the Association’s new Chief Executive Officer, effective July 13, 2009.

      “We are very fortunate to have Doug joining us as CEO of the National Association of Conservation Districts. We are certain that he has the experience, vision and energy needed to lead NACD and represent the nation’s 3,000 conservation districts,” said NACD President Steve Robinson, a producer from .

      Loudenslager brings extensive association and financial management experience to the table. He most recently served as the Chief Operating Officer for the National FFA Organization and National FFA Foundation in During Loudenslager's tenure, the FFA served as a catalyst for a 10x15 Long Range Strategic Goal for Agricultural Education, attained significant growth in their Foundation and approached an all-time membership high.

      Prior to his time at FFA, Loudenslager had a 17-year career in sales, management and training for Edward Jones Investments. He also served as Executive Director of the Ohio Soybean Association and was a high school vocational agriculture educator.

      “Doug’s background and passion make him the candidate we want to lead NACD into the future,” added Robinson. “We expect he will bring new direction to the Association, providing strengthened services to our members while continuing to serve as ’s voice for conservation.”

      “These are exciting times for conservation in this country. NACD has a long tradition of providing national leadership and a unified voice for natural resource conservation. Landowners will be looking to their local conservation district even more to provide the technical expertise and support in meeting the conservation and natural resource challenges ahead,” says Loudenslager. “The perspective of the men and women who serve as directors of the 3,000 local conservation districts must be heard in the development of future conservation policy. I am excited to have the opportunity to join the NACD team in making sure their story is understood by national policy makers."

OGB is offering a Medical Home HMO plan in northeast Louisiana to those who reside in East Carroll, Franklin, Jackson, Lincoln, Madison, Morehouse, Ouachita, Richland, Union, and West Carroll parishes (Region 9). The Medical Home HMO plan is also offered to those who intend to obtain medical care from Vantage's network of primary care providers in these ten parishes. Please open the attached document for further information.

If you want to switch health plans, you will need to complete a GB-01 showing Vantage as your health plan selected (section C on the enrollment/change form) and a Flex Change form choosing "significant increase in coverage" as your qualifying event.

These enrollment documents are due in to the Baton Rouge Human Resources Office by July 31st with an effective date of September 1, 2009. You can contact me if you have questions or need assistance in filling out your forms.

Please let your Area Representative know if you are planning to attend the NACD South Central Region Conference on August 12-14 in Baton Rouge. The South Central Region (SCR) includes Louisiana, Texas, Arkansas, and Oklahoma. The SCR Employees Association will meet on August 13th from 8 am until 12:00 noon. Vikkie Lafollette (Dugdemona SWCD) serves as Vice-President of this association and is preparing a presentation for the meeting. She will send an agenda and more information about the presentation, later. It would be great if LACDE was represented with a good number of employees. Also, we'll be called upon to help where needed, so if your board approves, try to come. 
Brad asked me to book the Cajun Comic, Kent Gonsulin, to entertain 
at the Social on the 13th (the same comic that we had at the LACDE BINGO this past January). If you enjoyed him before, you'll probably want to see him again.

Thanks Melissa. I spoke with Michael Tuesday and also checked the website and saw that proposals for 319 projects ended on August 31st. We'll need to check again around January. LACDE might be able to propose a statewide info/ed project. If anyone has any ideas about this, we can review them at our annual meeting. An employee association in another state received funding for teacher packets a few years ago. Maybe we can do something along the same lines. It can't hurt to try!

Donna Remides works in the Northeast Delta RC&D office in Winnsboro. She does work with the 319 projects, however at this time the RC&D projects have ceased as of 8/31/09. However, Michael Schooler, who works for LDAF in the Monroe Area Office, is working with EPA and DEQ on some NE LA watershed projects that RC&D would fund. You can reach Michael at 318-387-8683. He probably can give you more information on this that Donna can.

The NACD South Central Regional Conference went well. A special thanks to all of you who were able to help with tickets sales, silent auction, employee meeting, etc. Vikkie Lafollette was elected to another term as Vice-President of the NACD-SCR Employee's Association. We are proud to have a representative from our state, serve as an officer. We were also able to meet the new CEO of the NACD, Doug Loudenslager. He was very personable and hopefully he'll be an asset to all SWCD's. Kent Gonsulin, the Cajun Comic, who performed for our LACDE fundraiser in January, entertained at the social, and was a big hit. His dad, Mr. Harvey Gonsulin, who happens to be a supervisor in New Iberia, introduced him to the group, which made his performance even more special. The event was held in Baton Rouge at the Crown Plaza and the service (in my opinion) was excellent. I'm almost certain that the LACD Annual Convention will also be held there in January.
I know times are hard, but start making plans now so you can attend. Spread the word about this site so we can stay in touch and keep up with what's going on with employees and districts in our state.

WEBINAR THIS THURSDAY

I spoke to Ray Ledgerfield with NASCA who is hosting the Webinar. He  told me that the webinar is designed

 to provide information to anyone who might be planning or responsible for developing state-wide

programs for training and certification of conservation district technical employees. 

Because of the short presentations (from 13 states) there may not be a lot of detail on any one states program.  

He suggested that the webinar would provide very good information for a smaller group or committee 

of people that would be working on the building of Louisiana's program, but would not be considered a

 district employee training event in and of itself - more of an information presentation on what states are

doing in this arena. 

He also  said  that he hoped Louisiana might have interest in building or improving an existing technical

employees training and certification program specific to Louisiana.   

I haven't registered anyone yet because I wanted you all to know that this program,

while it may provide helpful information, might not be of interest to all employees.

Its a 3 hour program and I don't want anyone to feel that it was a waste of time because the information

didn't pertain to their duties.

If you are still interested in participating, you may register yourself or I will register for you.
